CAE Report Writing: Mastering the Content Criterion
1 Understanding the Content Criterion
Today we’re exploring what ‘Content’ really means in Cambridge assessment. The content criterion focuses on how well your report fulfills its purpose and informs the reader. At C1 level, examiners are looking for complete task fulfillment – addressing all required elements thoroughly and relevantly.
The key aspects examiners assess are:
– How well you address all parts of the task
– Whether the target reader would be fully informed
– The relevance of all included information
– How thoroughly you develop your points
Many candidates mistakenly think that writing a lot equals good content. However, irrelevance – including information not directly related to the task – can actually lower your score. Similarly, omission of required elements, even if what you’ve written is good, will prevent you from achieving Band 5.
What makes this criterion distinct is its focus on the ‘what’ rather than the ‘how’ of your writing. While other criteria assess your language and organization, Content evaluates whether you’ve actually delivered what was asked for.

2 Example of Weak Content
REPORT ON IMPLEMENTING HYBRID WORK MODEL
To: HR Director
From: Maria Stevens, HR Assistant
Subject: Hybrid Work Implementation Analysis
INTRODUCTION
This report looks at hybrid work and how we can do it in our company. I think it’s really important because lots of companies are doing it now.
FINDINGS
I talked to some employees and most of them want to work from home sometimes. They say they get more work done there. But some managers are worried about team communication.
I found some articles online that say hybrid work is good for work-life balance. Also, it can save money on office costs which is nice.
RECOMMENDATIONS
Maybe we could let people work from home 2-3 days per week. We should probably get some better video conferencing tools.
CONCLUSION
Hybrid work seems pretty good and we should try it. I think employees will be happy about it.
By the way, I also think we should consider getting standing desks for the office, and maybe we could have casual Fridays too. That would be fun!

3 Reflection Questions
Before we look at some expert analysis in our next session, take some time to consider:
– Looking at Maria’s response, what specific Content problems prevent it from achieving Band 5 excellence? Consider both missing elements and irrelevant additions.
– Which aspects of the hybrid work implementation analysis are inadequately developed or missing entirely?
– What are the most serious Content failures in terms of providing the HR Director with actionable information?
– How could Maria’s response be improved to demonstrate the depth and thoroughness expected in a C1 level report?
In our next session, I’ll show you exactly how to transform Maria’s weak Content into a Band 5 model response that achieves top marks in this criterion.
